Albany is no stranger to scandals, clearly. 

The faces change, but the backroom deals continue. It was grim under Gov. George Pataki, didn't change under Gov. Eliot Spitzer or Gov. David Paterson, and under Gov. Andrew Cuomo,

So who's to blame for the continued culture of corruption in New York's capital city? 

with the scandals that have marred state government over the years, so we thought we'd ask: is any one person to blame for Albany's consistent corruption? Or does absolute power in New York corrupt absolutely?

I guess if you are a Progressive like Obama the Republican's get the blame. Doesn't surpirise me.
