FBI Seeks Forest Hills Man for Alleged Role in Heroin Trafficking Ring

Bureau is also looking for another man with ties to Richmond Hill and Ozone Park.

The FBI is searching for two men, including one with ties to Forest Hills, for their alleged role in a Queens-based heroin trafficking ring.

Emmanuel “Manny” Ramos, 28, who has ties to Forest Hills and Brooklyn, and Arturo “A-Rock” Villa, 37, who has ties to Richmond Hill and Ozone Park, are both being sought for their alleged involvement in the Flock Organization, which is responsible for the bulk importation and distribution of heroin and cocaine in the New York metropolitan area.

The organization operated as a narcotics hub for the region and Richmond Hill’s Fresh Start Auto Repair and Tire Sales served as a location for narcotics suppliers, transporters and distributors to carry out their operations, the FBI said.

The Flock Organization was also a consortium of independent networks through which drugs, money, cars and actual labor flowed in all directions before ultimately making their way to wholesale purchasers.

Ramos and Villa are being sought on conspiracy to distribute heroin charges, the bureau said.

“The FBI continues to seek out individuals involved in all types of criminal activity and the public can play an important role in capturing fugitives,” FBI spokesman Christos Sinos said. “We encourage anyone with information about Arturo Villa or Emmanuel Ramos to pick up the phone and call their local FBI office.”
